Illinois tests SNAP gross income at 165% of the poverty guideline, a level few states use: $3,757 a month for three people in fiscal year 2027, with no asset limit. That middle line matters to working families just above the federal $2,960. A Chicago mother of two earning $3,400 with $1,300 rent would receive about $235 a month from the Illinois Department of Human Services; across the border in Indiana the same family would get $0. On health, Illinois expanded Medicaid, so a single adult qualifies up to $1,835 a month, and All Kids covers children up to 318% of poverty, $7,239 a month for a family of three, entirely within Medicaid. For 2026, Marketplace plans moved from HealthCare.gov to Get Covered Illinois, the state's own exchange.

The 165% line in a working family's budget
The USDA chart lists Illinois at 165% with no limit on assets (USDA BBCE chart). For the Chicago family, $3,400 of wages is above the federal $2,960 cut-off but under the Illinois $3,757. The 20% earnings deduction of $680 and the $217 standard deduction leave $2,503. Rent plus the $546 utility allowance makes $1,846 of shelter costs, $595 of which is deducted. Net income is $1,909; 30% of it, $573, subtracted from the $808 maximum gives $235. A $100 raise would bring the estimate to $199, so the family keeps most of each raise until it reaches the 165% line. In Indiana, which tests at the federal level, $3,400 fails the gross test and the estimate is $0. On the current chart, 165% for every household is used only by Illinois, Nebraska and Texas. All Kids: Medicaid to 318%
CMS shows no separate CHIP column for Illinois: children up to 19 are covered by Medicaid itself to 313% of poverty, 318% with the disregard (CMS levels). The state brands that coverage All Kids. For a family of three the line is $7,239 a month, against $5,805 in Indiana. Babies share the same level, and pregnant women qualify to 213%, $3,841 a month counted as two. Adults are covered under the expansion to 138%: a courier in Peoria earning $1,800 is at 135% of poverty and qualifies. Applications for SNAP and medical coverage share the ABE portal.
Illinois moved to its own state-based exchange, Get Covered Illinois, for plan year 2026 (getcovered.illinois.gov). The 2026 premium tax credit is computed the same way; only the enrollment site changed.

HUD splits Illinois into 83 areas over 102 counties. Kendall County, southwest of Chicago, has its own area and the top very low income limit for four, $67,900. Cook County and the collar counties share $60,750. Sangamon County, around Springfield, is at $57,450, Champaign County at $55,450, and Winnebago County, around Rockford, at $44,850, the state floor with Boone County and much of the south.
