Arizona's food program is called Nutrition Assistance and its Medicaid program AHCCCS, and one application on Health-e-Arizona Plus reaches both. Nutrition Assistance uses a gross income test of 200% of the poverty guideline, $4,554 a month for three people in fiscal year 2027, with no asset limit. What sets Arizona apart is its utility allowance: $323 for households of one to three and $438 from four members, both low by national standards. A Phoenix household earning $3,100 with $1,400 rent would receive about $306 as three people and $561 as four. Arizona expanded Medicaid, so a single adult is covered by AHCCCS up to $1,835 a month, and children are covered by Medicaid and then KidsCare up to 230% of poverty, $5,236 a month for a family of three.

An allowance that steps up at four people

The USDA table gives Arizona two utility rows instead of one (USDA SUA table): 1 to 3 members, $323 for heating or cooling; 4 or more members, $438 for heating or cooling. Only a handful of states size their allowance this way. The amounts are modest, so in Arizona the shelter deduction rests mostly on rent. Because the USDA lists the allowance as mandatory, a large summer cooling bill still counts at the flat figure, not at its real amount.

The Phoenix example shows the step at work. With three members, rent of $1,400 plus $323 makes $1,723 of shelter costs. After the 20% earnings deduction and the $217 standard deduction, adjusted income is $2,263, the shelter deduction $592 and net income $1,672. Thirty percent of that, $502, comes off the $808 maximum: $306. When a baby arrives, three things move together: the allowance becomes $438, the standard deduction $229 and the maximum $1,023. AHCCCS for adults, KidsCare for children

The Arizona Health Care Cost Containment System covers expansion adults to 138% of poverty with the disregard (CMS levels), $1,835 a month for one person in 2026. A single warehouse worker in Tucson earning $1,700 sits at 128% of the guideline, inside AHCCCS; a raise of $135 a month would move that worker to the 2026 premium tax credit on HealthCare.gov, available from 100% of the 2025 guideline ($15,650 a year). Children follow age steps inside Medicaid, babies to 230% for instance, before KidsCare, the state CHIP, takes every child to 230%. Pregnant women qualify to 161%, about $2,903 a month for two. A wide gap between counties

Arizona's 15 counties spread the very low income limit for four from $56,200 in Maricopa County, matched by Pinal, to $33,250 in Santa Cruz County on the border. Coconino County, around Flagstaff, is at $56,000, Pima County at $49,900 and Yuma County at $39,900. For neighbors, New Mexico and Nevada also expanded Medicaid, while Utah keeps the federal SNAP tests.
