Connecticut's SNAP heating and cooling allowance is $976 a month, among the highest in the USDA table, and it drives the shelter deduction for anyone who pays a heating bill. The gross income test is 200% of poverty, $4,554 a month for three in fiscal year 2027, with no asset limit, and the Department of Social Services runs the program. A Hartford widow living on $1,500 of Social Security with $700 rent and her own heat would get about $231 a month; with a mid-range allowance of $543 she would get $101. On health, HUSKY Health covers adults under the expansion to $1,835 a month for one person, and parents to the same 138% of poverty, $3,141 a month for a family of three, since a state law lowered the old parent line on October 1, 2024. Children are covered by HUSKY B up to 323%, and Marketplace plans are sold on Access Health CT.

The weight of a $976 allowance
In the USDA's FY 2026 utility table (USDA SUA table), Connecticut's heating and cooling figure ranks number 4 among single-figure states and is about 1.8 times the middle value of $543. Households that pay for heat or air conditioning separately from rent use it; those with other utility bills but no heating or cooling cost use the limited allowance of $430 or the telephone allowance of $36. The state sets the FY 2027 values with USDA approval.
The Hartford widow shows why the number matters to older residents. Her $1,500 of Social Security minus the $217 standard deduction leaves $1,283. Rent plus the allowance is $1,676; because she is over 60, the shelter deduction is not capped, and $1,035 comes off. Net income falls to $249, 30% of it is $75, and the one-person maximum of $306 gives $231. Replace the allowance with $543 and the estimate drops to $101. HUSKY A for parents: the 2024 transition
The CMS table, dated December 2023, still shows Connecticut parents and caretakers covered well above the expansion line. The Department of Social Services explains that a 2024 state law brought the HUSKY A parent and caretaker limit down to 133% of poverty, 138% with the disregard, from October 1, 2024 (DSS, 2024 HUSKY A transition). A mother of two in New Britain earning $3,500 a month is at 154% of the 2026 guideline: over the parent line, so she would compare plans on Access Health CT with the premium tax credit. Adults without children stop at 138%, $1,835 a month for one. Pregnant women qualify to 263%, and children move from Medicaid to HUSKY B, the state CHIP, up to 323%, $7,353 a month for three people. Above these lines, Access Health CT sells 2026 plans with the premium tax credit.

169 towns, a narrow housing range
HUD lists Connecticut by town, not county: 169 towns in 32 areas. The floor is high, $62,250 for a family of four in Ansonia and most of the Waterbury and New Haven areas, $62,250 in New Haven itself. Hartford is at $64,600, Bridgeport at $70,300, and Darien, Greenwich and Stamford at $81,500. Among neighbors, New York adds a Basic Health Program above Medicaid, Massachusetts shares the 200% SNAP line, and Rhode Island uses a 185% SNAP line.

HUSKY Health (Medicaid) and CHIP income limits in Connecticut
Connecticut covers adults up to 138% of the poverty guideline under the ACA expansion. Children's coverage above Medicaid is called HUSKY B.
